If there is hard evidence of his personal involvement in law breaking, he can be prosecuted like any other criminal.

The problem with trying to convict anyone with wealth or connections of any crime is their power to escape the courts. Whether through slick talking or back door negotiations, anybody with enough money and/or friends in high places can escape conviction and/or punishment. Clearly Bush has done illegal things but the problem is, most of those activities were only declared illegal after the fact or after discovery at which point they were stopped. Supposedly. It would be hard to convict Bush of war profiteering for example particularly since that's not illegal. The slickness with which Rove handles Bush's criminal exposures will probably serve to prevent impeachment unless such hard evidence can be obtained and made public by for example, the Congress. This isn't likely to happen even if the Democrats were to gain a two thirds majority in both Houses. Let's not forget that while Democrats in the House protested the result of the 2000 election, not one Democratic Senator could be found to support them. Not even Kennedy, Kerry or Clinton stepped forward.

Bush also made himself very unpopular all over the world. He will eventually face war crimes tribunals in the Hague. They hanged Nazis merely for 'waging an aggressive war'. Bush has done far worse.
