He knows where bin Laden is. He doesn't want him found. The Boogey Man is always scarier when you can't find him.
I think if the combined resources and manpower of the NSA/CIA/FBI/MI5/MI6/ISI/Mossad and all its billions of dollars of funding couldn't find bin Laden, they all need to be fired.

Exactly. Bush will 'discover' and 'capture' bin Laden sometime in 'October,' just before the midterm elections. Rove has been planning this for years. What a 'surprise.'
