Incorrect. The locals should act quickly, the state next ... and the feds only if those gov't agencies are too inept to cope.

Incorrect. The responsibility is the local and state first.

I am certainly not happy with the job Bush has done as president. But that doesn't blind me to the inept officials in LA. There are many leftists who cannot see the true problems because they are too busy trying to pin every problem on Bush. Sad.

How the heck were the locals going to act, the hurricane had destroyed every thing. No water, no food, everything was gone. The feds did nothing, zero. After bringing generators to light our pres. way when he arrived they packed them up and took them back.
